The 404 plugin should not remove the URL parameters. Probably it has a configuration. Once upon a time it was a best SEO practice but now with the canonical url metatag it is no more required!

You cannot set the number of email per minute since the interval cron triggers the delivery engine every 5 minutes. Set 600 email per hour and you’ll get 50 email every five minutes.
