May have corrected it. I found the wp hooks for Mailer, I found the mailer send and mailer daily in the cron scheduler.
I then used an admin tool to try and clean the tables, it came back and said they needed repair, did that and reactivated Mailer, seems to be working and not going into negative numbers.
